This charter is subject to revision at each FWLM Unit Commanders Council meeting.
House Leadership: Regimental Commanders are the highest authority in the FWLM with unit commanders having sole oversight of their individual units. The Unit Commanders Council (UCC) are the governing body of the FWLM. Each unit gets a single vote and 51% majority is necessary to pass an item under discussion. Revisions to the Charter require a 70% majority vote. The FWLM operates as a republic with no single unit higher ranking than another.
Definition of FWLM Unit Commanders Council: The FWLM Unit Commanders Council (UCC) consists of commanders from each house unit. Each house unit has one vote with membership in the FWLM UCC consisting of unit commanders (maximum 2) from each of the recognized house units or as delegated by unit command. New members will be approved subject to a majority vote by the current FWLM UCC. Council member units will be fully supported by the FWLM UCC and will in turn fully support the FWLM UCC.
Requirements of FWLM UCC Members: Any UCC unit that, without notice, misses 3 consecutive scheduled meetings will lose UCC voting status. Any unit subject to this action must reapply for voting status and will be treated as a new unit, subject to the new unit probationary period.
